Not sure about the rod, probably made for Rob Wilson of Brora Sutherland.
His shop was Rob Wilson Rods & Guns. He is perhaps more famous for The Brora Shank, a refinement to the original Waddington wherby his misgivens about the weight damage to the dressing & high cost were addressed by him. They were simply called Brora Shanks & flies dressed upon them were
The Willie Gunn
Pilkinton
Bruiser
Though there was up to 20 patterns tied.

I know that Rob Wilson made rods in his shop in Brora. What sort of info you are after, I could probably find out direct from him.

Here goes:

The rod was designed as a single hander for Jim Pilkington (the glass dynasty), who fished with the Tyser's on the Brora and who also had a rod on the Helmsdale. Jim Pilkington was a big powerful man and the 11' split cane rod suited him.

The code you said was 19.PI.82 which means -
The 19th rod built in the year 1982, the Pilkington model. I presume the rod has brass ferrules?

Rob Wilson sold the shop in Brora in 1984 so that was one of his last rods. He had a three room workshop above the family bakery in Brora. This was obviously warm and dry so ideal for building rods. In the end Rob Wilson found it difficult to get good cane as he sourced it in Vietnam and the trade situation was not good.

He is 96 years old but still sharp.

I'd hold onto that rod!
