Its difficult to date exactly, but is definateley built sometime in the 1930's. Lovely reels, i own three, a 4in and 2 x 3.5in(best for the wizard and lucky strike imo). Much overlooked by anglers who go for the "perforated" aerials, which are lighter and more glamorous looking, as well as being MUCH more expensive!
My 4ins model spins for 30secs or so without trying too hard, if yours is struggling without wobble just give it a dab of oil on the pin and it should soon fly round.
