I think that Llwyn On Reservoir (the first one going up the Beacons from Merthyr) is any method. I don't know much about it, but there seems to be plenty of bank access and normally a few anglers there.

Sevenoakes fishing lakes as well ( I havent been there yet) ..a few miles from Junction 34 of the M4

WEBSITE

quote from the site:
The site comprises three pools , one of which is set aside for beginners to learn the art of fly fishing or if they prefer to do some bait fishing with worm or sweetcorn.

The novice pool is stocked with Rainbows and tiger trout up to about 3lb in weight. These fish are fairly easy to catch, giving the beginner some good fun whilst learning the art of angling.

The main pool is stocked with Rainbows, Browns and Blues, to 20lb plus. It offers a very exciting days fishing
