Sorry d,ont no what you are refering too Highlander, fisheries have rules which need to be adhered to,to keep the fishery running on an even keel,alex is only stating that a small percentage of bait fishers are breaking the rules thus spoiling the fishing for everyone else, one of the big problems i have found with bait fisherman is that most d,ont want to keep their catch or try and release a smaller fish with no chance of survival, only to see it belly up floating down the water after hooking deep,in the hope they will catch a bigger fish,I am sure alex himself can enlighten you further
