Hi' Andrew. I have no more information on the current flooding problems than the next man; but I have strong views. Sadly, I feel that some of the cause has to over-enthusiastic drainage of the fells, and plain urbanisation, plus road development.
In 2005, when Carlisle was so badly flooded, as a result of 9in of rainfall in three days, I did some quick sums. My house alone contributed about 2,800 gallons of water in the three days. I have a garage with about 18 sqaure metres of roof space, and a workshop/enclosed passage-way with a roof of the same area. plus the house.
The M6 between Shap summit and the village of Houghton, on the Scottish side of Carlisle, is 30 miles long, and all of the rainfall on that road ends up in the River Eden. No soakaway, just run-off down culverts into the nearest tributaries. I had to guess the width of the tarmac surface, but a conservative estimate for the drainage off the M6 was about 70,000,000 gallons, over the three days. I didn't calculate the A66 run-off; but our biggest supermarket was responsible for an eye-opening amount. It is way past the time when 'planners' took into consideration the consequences of their actions and decisions when they cheerfully hand out permission to exacerbate flooding of the homes of people further down the valleys into which every new house, garage, lorry park, car park, supermarket, private paved driveway etc pours the rain fall on all the newly-created impermeable areas.
