1,000 litres, that's about 40% the capacity of a lot of oil tanks that store oil for domestic central heating purposes.
As part of my work I have to carry out risk assessments of such installations.
Here's something to mull over, about 90% of installations I assess have one or more major defect that could lead to either a) a serious pollution outbreak should the tanks integrity become compromised or b) a risk to their integrity should a fire break out in their vicinity.
What's more worrying? The risk assessment goes no further than the property owner and my company's records unless a spill occurs. So, as far as prosecution for having the potential to pollute, or regulations that would enforce rectification of any serious issues, such as the addition of secondary (bunded) containment - forget it.
If I were a betting man I would guess that's where this leak will be traced to.
Anyone who thinks this is an isolated incident, think again.
Thankfully it is now law in England & Wales that any new installations with a tank with more than 200 litres must have secondary containment.
