The River Lea has long had a population of wild brown trout, being a chalk stream in it's upper reaches. The Amwell Magma fishery on the Lea has been a trout fishery for around 150 years, producing trout up to 10 lb in weight. Many of it's tributaries are trout streams; Mimram, Rib, Ash, and Stort. The part of the Lea mentioned in the article is in Hertfordshire, and not Essex. Essex however has a few streams containing wild brown trout populations, I used to fish the upper Cam at Audley End which is noted for it's wild brown trout. There are plenty of wild trout containing rivers in the south east and East Anglia.
