They fish to 'National Rules' other than as varied at the briefing, eg. hook size. They don't usually restrict hooks otherwise unless no boobies on C&R.
National rules allow 4 hooks including doubles so maximum is 8 points.

Not sure if there are differences between Scotland and England but, I think they'll be fished to either fishery rules, so check at the lodge or International Rules which states no more than 4 hook points. That's 4 single hooks, 2 doubles, or 2 singles and 1 double hook.

Also, if a comp is fished to International Rules, there is a restriction on fly length. 5/8" hook size (shank length, so size 10 single, size 12 double although you find all many of other hooks fit that length) and 15/16" overall fly length (including dressing).

Think that's CEFF rules. International (and Scottish National) allow 4 hooks all of which can be doubles.
If an International was fished to 4 points it must have been a rule on the fishery involved and would be applied to the International as a local rule.

i stand to be corrected but im fairly sure the scottish clubs is fished with no more than 4 hook points, with a max hook length of 12/16ths (6/8ths) and a max overall fly length of 1"1/8th (18/16ths)

Fly size is correct but no restriction on doubles was applied at the briefing for the 2nd semi this year. Don't know about the other semi or final. The National rule card is used, if not mentioned at the briefing it is as per the rule card, max 4 hooks, singles or doubles with no mention of number of points.
