Peter, I don't think we should consider changing anything until the Clyde clubs can put together and pull off a formal study on trout redds, but nobody in power wants to, and the CRF will only do it if they are paid.
Anyway, the spawning mechanisms of fish are triggered mainly by light and temperature. As far as I'm aware nothing has changed with short days in any winter, so leave them be I say.
Perhaps the fish you are catching are winter feeders having not yet matured? Just because a trout is say 2lbs in weight, doesn't mean it is ready to spawn.
Another point to consider is that if selfish, ignorant anglers hadn't gone and stocked our rivers with alien species, we wouldn't even be having this conversation, for you wouldn't still be fishing.
Catching well conditioned trout doesn't give us anything to go by anyway, and if you ever experience having to chap an out of season trout for whatever humane reason, you will find that they turn from their lovely golden brown and yellow to black in minutes.

Oh ask yourself before posting, is there really any need?
Do you know of any grayling fly which will be refused by a hungry winter feeding or recovering spawning trout?
Is there such a fly? I don't think so.
