To a large degree it varies immensely from river to river and region to region - oddly, sea trout behaviour can be very different in England and Wales from Scotland.
In West Wales, at any given time you may indeed find sea trout in the streamier water during daylight and they
can be successfully fished for with a dry fly or indeed a goldhead nymph. I put the 'can' in italics because it's not a given! Similarly, there will be many fish who tuck themselves under banks and rock ledges in slack water and will not emerge into pools and riffles until the cover of darkness.
