The answer is yes, you require permission to fish for salmon and sea trout from the shore, or a boat, within tidal limits.

From whom, prithee......
Do you mean to fish for (as in catch and release) or to keep (as in butchery)?

Sorry, I was quoting GuyfromLaw and asking him the question. Flyfishing for Bass in the surf, in an estuary like the Solway, does mean you happen upon the ocassional Sea Trout. It would be difficult to ascertain what I was actively fishing for if it came to legalities. As I see it you can openly fish for Sea Trout from the shore, in a tidal estuary, as long as you don't kill and keep. I've caught a Sea Trout in a NWSL match on maddies when fishing for flounder; obviously I couldn't weigh it in. They're not too discerning when conditions are right.

No you cannot purposely ("openly") fish for sea trout in estuaries without permission. I don't care about all the loopholes. Let's take facts of Law, which is the subject.

The OP mentioned nothing about catching and killing fish. He mentioned fishing for and that was what my reply related to .

p.s..... If you disembarked a vessel at the quayside with a bag of bass, and stout rods and big bass flies, and had kept an errant sea trout, you have broken the law.

I don't want to argue about this situation, or that perceived situation. I'm only interested in answering the OP's question, which I have done so, correctly.

Another thing, why is it that every time such a related discussion crops up, the snipers come out to those offering opinions? Too many smarty-pants with nothing better to do than pick pick pick.

'cus them wot offers 'em is often sayin' wot cums off the top of their heed

NTL or Normal Tidal Limit - is the poit at which the estuary ceases to be demarked as tidal. To the best of my knowledge there is no such demarkation on any other part of the coast.... There is MHWS and LHWS... but the tide is ubiquitous
