For early season work a floating line with a 16' tip might not be the best solution.
With a sunk line it's not depth your after, it's speed. The further down you go the slower the river flows generally, so your sinking head swings slower. You can then use a tip and fly density for the depth. Even an s3/4 can be fished in shallow pools buy using a plastic tube or large double.
A guideline s1/2 and s2/3 would be a more effective set up for the spring I would think, even in relatively shallow pools.
