What is the minimum and maximun breaking strains on tippets you would use for salmon on a 15ft rod with 10ft polyleader using tubes and doubles on rivers like the tweed or border esk for example?

Depends on the size / weight of the tubes and doubles.
Oh , and I'd be thinking about diameter as opposed to breaking strain.

As said above, but to help an answer the question from 8lb to 30lb Maxima.

On a 15' rod,I would say 12- to 25lb BS
