Ray do you mean the rod handles ?
Whippings are coated with epoxy finish on most of the modern rods

You could be forgiven for thinking that the coating on the ring whippings was a sleeve of plastic Ray, on some rods it is very thick and looks like a sleeve covering it. I can supply the shrink wrap for handles, if it was the handle you meant.

It may of course be an old Woolworths or Intrepid rod? In that case, they did have the rings held on with heat shrink tube. It wasn't a great success. One good cast and the guides were at 90 degrees to their original position.

Heat shrink is used for insulation purposes and can get brittle with temperature and time

Most decent tackle shops should keep it, I've used a water based one made by Seymo which I believe was marketed by Hopkins & Holloway who also supply rings. Remember to rotate the blank while the material dries to prevent any blobs or drips.

You may find this useful, Rod Building ( Varnishing a fishing rod)

This is the stuff I used Seymo Pro-Rod Varnish
