Default Wells?

In the UK in single handers - nowadays - you get two handle forms - the "Full Wells" often twinned with an "Extension handle" and the "Reverse Half Wells" - which is never twinned with the E.H.

There seems to be a simple, and simply irrational, rule for these.
Over 9' 6" - Full Wells
Under 9' 6" - RHW.

Why - I have F.W. format handles on rods of 8' and 8' 6" from 1960 through 1985 anmd very usable they are too - but after that all the shorter rods seem to get the "faux delicate" RHW.

WHY?

Why does no major maker offer a choice?
