The Angel fishery claim to allow fly fishing for carp, at limited times. I did hear that some anglers had been fishing the QE2 TAA water with fly. Probably best to enquire at the place near by that issues the day permits.
I did have one DCAC member enquire about fly fishing for pike and carp at our Brasside water but I didn't get any feedback. Since the water was 'developed' it has a nice big open causeway where a back-cast wouldn't be a problem. You might get some funny looks from the 'bivvy boys' though

Surely any carp/pike water of any method will let you fish fly?

Not all waters are 'any method' though.

Hartlepool and district AC have a couple of ponds which hold carp.
Its club water, members only or guest tickets, guests to be accompanied by a member.
They also have a stretch of river at Nubus grange on the Tees near Darlington. Otherwise known as snapper alley due to the large head of pike.
suggest you contact Mark Arrowsmith or Brian Fields at
Anglers Services,
11 High Street North
Langley Moor, Durham DH7 8JG

If by angel fishery you mean angel of the north lakes, if so i have telephoned Ann the lady owner and was told NO WAY, NO HOW, as catching carp on a fly rod would actually prolong the pain of the fish, so thats a no no, will try your suggestion of brasside, i assume you mean brasside at durham, forgive my ignorance but i am only recently into fly fishing and have only ever fished the 1 fishery (sharpley springs)
but thanks for taking the time to try and help me
