I'm in Machynlleth so not a million miles away from Newtown.
resevoirs - You've got Llyn Clywedog, Nr Llanidloes open until the end of November but I'm not sure if boats are available in November (they possibly come off at the end of Oct but best to check). Day tickets available from the tackle Shop in Newtown or Newsagents in Llanidloes. Red Diawl on here will be able to give you up to the minute info.
Rivers - Upper Severn without doubt. Some "Free" sections around Newtown all you will need is a Environment Agency Rod Licence (you will also need one of these for any fishing you do). Season Rod Licence is £26 from any Post Office - you can also get a day or weekly rod licence.
Upper Severn around Caersws and Llandinham has some excellent Grayling fishing. Tickets for this section are available from the Post Office/Village Shop in Llandinham. off the top of my head a day ticket for this section is approx £12, season £85ish (not sure if there is a weekly ticket option)
A little higher up stream (water treatment centre and above I think) is run by Llanidloes Angling Assoc. Season Ticket for this section is peanuts (less than £10). Again Red Diawl will give you accurate info.
From my limited experience of grayling fishing you're best bet is around Llandinham as there tends to be more fish in this section. there are less fish up stream but they do tend to be bigger. i've had some excellent fish from the pool below Llandinham Bridge.
I don't do much river fishing but I know a man that does. I'll post some more info after speaking to him.
