Default Border Esk

I would like to go fly fishing for trout on the Border Esk, south of the Scottish border. There is plenty of information on Fish Pal regarding the higher beats but there is nothing about the Esk from Longtown to the Solway Estuary.
I realise that an EA licence is required on this section of the river but do I also need a permit to fish between Longtown and the Solway Estuary? If so where do I get one?
Any advice would be much appreciated.
