what action rod is best for a crappy caster ie most forgiving

To be honest BT, the best thing for a crappy caster is a couple of hours instruction with a good qualified instructor, who will give you the opportunity to try out a few rods of differing actions to see what suits you.

Money well spent I assure you.

Would it not be a better option to sort out your casting, so you can use all rods and actions.
Just a thought.

A lesson or two is money very, very well spent as the softest rod in the world is not going to teach you how to cast. Only a lesson will do that
