Just had the following email from the Loughs Agency, seems a bit drastic, especially including non migratory brownies..

The Loughs Agency wish to advise the following regulation will come into effect on 5th May 2010:
The Foyle Area and Carlingford Area (Angling) (Amendment) Regulations 2010
These regulations amend the Foyle Area and Carlingford Area (Angling) Regulations 2001 by:
(a) prohibiting the retention of salmon, sea trout and brown trout taken by rod and line from the Loughs Agency managed permit waters of the Rivers Finn and Foyle;
(b) prohibiting the use or attempted use of a hook other than a single barbless hook, the gape of which does not exceed 7mm, while angling for salmon, sea trout or brown trout in the Agency managed permit waters of the Rivers Finn and Foyle; and
(c) prohibiting the use or attempted use of any earthworm as a bait while angling for salmon, sea trout or brown trout in the Agency managed permit waters of the Rivers Finn and Foyle.

Does anyone know why the Lough's Agency may have felt the need to introduce this? I can sort of understand the rationale for the Foyle, as it gives them ample ammunition to convict poachers targetting fish as they come into the system, but was there any need for it on the Finn?
I'm no expert in the area but surely the combination of this and the rumour that the Mourne is going to be private from 2011, will push anglers onto the other rivers in the system (Faughan, Roe, Strule, Dennett etc) and heighten the strain on them going forward?
Does anyone know if there are any remaining licenced nets on the Foyle?
