I've never been to fuerta ventura but I have sea fished on Lanzarotte, Tenerife and Grand Canaria. The most productive method I found was spinning small rubber eels or using a fly on the spinning rod with a 1 to 2 oz weight up the trace.
Caught bass and various other predatory fish, one species in particular which I believe the locals refer to as a lizard fish. It's creamy white with brown markings and has TEETH, loads of them like needles, take care if you catch one.
Its also possible to float fish, using winkles, limpets and other shellfish off the rocks. A better bait if you can find them are small hermit crabs which seem to inhabit some of the rock pools. You may be able to get fresh squid from a market or at the harbours which is a better bait for larger fish, I caught lots of small wrasse on shellfish baits but nothing of any real size, squid sorted out the better fish.
You sometimes see mullet in the harbours which the locals fish for using floating bread as bait, I tried this method got loads of bites but never connected with one, they are lightning quick!
The best places to fish from are the breakwaters, harbours and natural rock platforms.
From my own experience in the Canaries I wouldn't recommend using a fly rod, there always seems to be a fair breeze blowing off the sea into your face making casting a fly line difficult and potentially hazardous unless you can find a rock mark with nobody else around.
