The competitions the Nomads team used to fish were largely small still water competitions rather than international rules competitions so the rules about fly length and weight did not apply. There is an international rules version of the fly that uses gold tinsel in place of the gold bead, but it is nothing like as effective as the proper tying.
As regards the second part of your question, it depends on what version of the fly you are referring to- there are some horrible monstrocities out there that purport to be nomads.
The proper tying is as follows
Hook size 12 Kamasan B175
Head glow brite floss
3mm bead half way down the shank
body 4-5 turns of 5 or 6mm fritz- definitely not the large size!
Tail marabou around 4-5cm in length
Many colour versions exist, but the best all round one is black tail and body with No 11 glowbrite head
