You could try going really small and delicate with very little weight in your nymph and have a very delicate cdc-type small dry fly and fish upstream to the fish against the bank (may be easier to wade stealthily and cast back in towards the bank from the middle of the river - but will depend on situation).
Also, you could think about using a small, soft hackled spider either as a point fly on the above rig, or as one of a pair of spiders that you can fish dead drift (up/across stream cast - high rod tip) or short dead drift (across stream cast - track dead drift and then stop/allow the spiders to come onto the full dangle tight into the bank downstream of you).
How do you know the fish are holding where you describe? If they are feeding, and visible, they are likely to be highly susceptible to a well presented dry fly - which will most likely land much more delicately than any nymph rig in the low, flat water you describe.
