One of the fellows on the Washington Fly Fishing board wants to make his own sink tips using T-14 for the sinking portion. Problem we have over hear is getting that weight fly line (save for Spey lines) is almost impossible.

Anyone know where the fellow could access either a DT 12 wt line, or bulk line in that weight?

These used to be really common here as salmon lines. John Norris still do them.

Indeed they do, and 'cheaper than chips.' Googled Norris and will post the link over onto the WFF board.
