I am pleased to see that you wish to teach the fishers of tomorrow. The problem seems to be to convince the schools that fishing is good. Whether it be fly fishing sea fishing or bait fishing. After all its all fishing,Try the website
The Social and Community Benefits of Angling | Substance it may give you some info.
As for the free fishing nothing is free, all land belongs to someone find out who it belongs to,get permission to fish it.Then get the insurance, remember all people who take out or help with youths are required to untake CRB checks. It is a nightmare the biggest problem is the funding for this kind of activety. Try for funding, maybe you can get it with coalfields regereration or landfill tax, youir local council can helpout. Get the papers to help you, remember its election year so maybe you can get a pet M.P onboard. What do you charge? especially if the fishing stretch is free. The fishers who fish these stretch normally start complaining because they think you are going to stop them fishing or charge them. Im no expert but we are trying to do the same in Yorkshire. The bait fishers are miles ahead in the field of encouraging younsters to fish. Our website is
Sprite I will help as much as I can.
P.S I am a quailified coach in gamefishing
