Your question is almost impossibly broad. Canada is the second largest country in the world in terms of land area and it has fishing opportunities that are endless to the tenth power.
I think you'd get better answers if you'd give more specifics:
- What kind of trout do you want to fish for? Browns, rainbows, brook trout, steelhead, coasters, dolly varden, lake trout, etc.
And yes, yes, yes I know that some of these trout are salmonids and some are actually char, but nevertheless they are all known as trout in Canada. More to the point, they all provide fantastic sport on the fly rod.
- Where and how do you wish to fish? River or lake? Boat/canoe fishing? Wading?
- Any specifics as to the kind of setup you'd prefer. All inclusive is a very broad category, are you looking for a road-accessible lodge, fly-in lodge, outpost camp, water-accessible-only camp/lodge, etc?
Personally, whenerver I'm going to a different country or geographical region to fish, I look at the fishing and overall experience that uniquely belongs to that country or at the fishing they do best. Sight fishing big browns in NZL, Atlantic salmon in Scotland, stripers on the east cost of the US, redfish on the Gulf Coast of the US, steelhead in BC, Atlantics in Quebec, etc, etc.
I think one thing worth considering would be a fly-in trip to do a uniquely Canadian form of brook trout fishing. There is some biblical brook trout fishing in the far north of Labrador. They fish vast "rivers" which are actually huge chains of lakes with only moderate current flow for whopper brook trout and depending on your timing, much of it is on the dry fly. The lodges are nice, but not luxury because most camps operate many,many dozens of miles from any roads, but everything you need is there.
But as I said, more specifics as to what you want will give you better answers I'd think.
