Default brighton surf fishing...legal? license?

i'm going to be in brighton for work in the second week of october, and couldn't help but notice the long stretches of beach.

i also can't seem to find any info online regarding fly fishing the surf and if i need a license or if its even legal?

if so, what species are in the area this time of year?

any info would be greatly appreciated.

Watch your back cast on the beach to the left of the pier, you wouldnt want to snag your flies in a bush down there.

thanks for the quick reply.

is a 9wt with intermediate line too much? i'm assuming baitfish and minnow patterns as well?
