Some say to me to strike as soon as i see the fish take my fly, others say wait a few seconds.
The reason i ask is because i am missing so many takes on the surface.
Also when the dry fly is on the surface of the water, should the hook part of the hook be under water? As i have noticed that some of them lie sideways.

It depends on a lot of things; like if you have slack or a bow in the line, distance from the fish & so on.
I was told that having slow reflexes is a positive benefit to dry fly fishing, whereas with nymph fishing you can rarely be too quick when reacting to the take if using the end of the flyline as indication.
I've yanked the fly out of several decent-sized trout's mouths over the years on clear waters when nymphing & seeing the mouth open & the brief flash of white, but that is another story...
