Where would i get hackle feathers to tie really small dry flies like 16-18. ive tried about 6 places online but its mostly for bigger flies onless i buy a full cape at £40 which is a lot of money. I bought a couple of packets of feathers but their far to big and it looks stupid.

you can buy grade 3 whiting half saddle capes for £17.50. I have one and it has some really small hackles. I also have a half silver whiting sadlle cape, which is slightly better with more choice.
Sorry ive blabbed on a bit, what im getting at is that they are good value for money and should last you many years.

I have some half saddles with masses of hackles for tying 16's and 18's - will send you a PM.

Kind regards
