Many moons ago, when I worked in the catering business, ex Manchester United midfielder, Carlo Sartori, used to sharpen our knives. Knife sharpeners can be a bit brutal though; a good way to lose a lot of steel from a good blade is to have it professionally sharpened!
If they were mine, I would get in touch with Pettijean and see what they recommend.
Alternatively a quick search at
www.bt.com for a business type "knife sharpener" and a location "Ruabon" gives a list of people who want to sharpen your scissors. The first is in Buckley, or Bwcle if you prefer, so not too far away from you (or me because I work in Ewloe).
