Think you're dead on about these (particular) locks only being appropriate if traveling to/from/within the United States. But, to your point about "pilfering," the 'gate guards' are far more "up front" about it now .. they just confiscate (sp?) what ever they want at check in. Apparently thousands of items per day .. that go where??

Often wondered if they get 'first picks' before heading home for the day. "Hay Sweet Thang, you gotta see what I brought home for you today."
