Default River Eden

I have access to a strecth of the river Eden past natby, kirby stephen, thing is, through the summer the water levels have dropped drastically, enough so you can step stone across it, but after a good rain fall and normally its quite full, thing is will there be decent fishing there, its past pendragon castle but before nateby, about half way there is a waterfall, and some small rapids, so i know the fish cant get up the waterfall, so would there be anything there?? possible up to the waterfall, and what would i expect to find, browns??

Thing is my other hobby is bushcraft, i we have access to some land from a farmer, which includes woodland and as i found out last time we were there, part of the river, well i just found out (doh) that the river is the river eden, which as it progresses has trout graying, salmon, and seatrout, first time i went for a look, it was showing its bones pretty bad, last time was after all the rain, and it and swelled its banks and was a raging torrent, very fast flowing, but normally its full but not as fast, the only time i went all i saw was minows millions of them, will check and take my rod on my next visit. SO as this runs through the farmers land, and as i have access do i only need a rod liecense to fish. Or will i need to chase a permit from somewhere
