I've fished Loch Earn on many occasions and never had any problems. Just avoid the St. Fillans end of the loch where there are a few caravan parks.
I think its mainly weekends in peak season when there have been problems I stuck to weekdays and fished away from the most popular easy access areas. Fish on the southern side, access by a minor road, there are small bays and headlands that give shelter and good fishing usually with nobody around.

The loch is patrolled regularly by bailiffs who will check your permit but I have always found them friendly and a pleasure to speak to and they will give advice on flies to use etc.

I was up the South Loch Earn road yesterday and saw 2 partys of eight to ten with tents pitched, fires, and cases of beer at the ready, obviously staking their claim for the "best" spot for the 15th, how that place has deteriated over the years
