Default Objects On The River Bank

Anyone know what these are for? My imagination was running wild, I thought a winch fitted to the left hand plate and a pulley to the right hand ring and a net was thrown into the river. There was a big metal pin/peg in the ground about 15/20ft behind.

its not something to do with water levels is it ,just a thought as their is many different contraptions for reading water levels...

what it is is a mooring point to run a cable across the river then they run out a flow meter out along the cable and then lower it into the water its like a small torpedo with a propeller at the rear and this records the flow speed of the water

I was only on the bank that the photo was taken. I glanced over to the other side but didn't see anything although I wouldn't bet my life on it.
