Depends how grubby it is?

If it's really caked (some venues have some very sticky clay / mud) I'd use an old tooth brush and luke warm soapy water. After that, once it's dry a spray and polish with silicon furniture polish will restore it to its shiny (!!) best.

Sounds good to me. not so sure about the shiny part & wire wool seems a bit drastic. Why not just buy a matt finished rod in the first place if non shine is so important. Mostly I use luke warm soapy water & just wipe dry with a lint free choth. Furniture polish (Pledge) certainly shines it up though.

Have not as yet noticed a fly rod tht needs it.

Coarse fishing gear gets groundbait and bream slime dried and encrusted into it. Baby wipes, or hand cleaning wipes that contained lanolin always done the business.
