Does anyone know who makes womens fishing clothing as she's tried a mens small in the new Vision jacket and the sleeves are still to long

It doesn't have to be a branded fishing jacket. There are thousands of jackets from outdoor clothing shops that would fit the bill.
Sorry for the situaton you find yourself in. It really is a pity you don't get fly fishing etiquette lessons. That way your wife could have learnt things like....
Tangles are her problem and not something her husband should be expected to resolve.
Just because Hubby has two of the killing pattern. This does not automatically qualify her for one of them.
Any female pheremones affecting fish catching will be distributed equally between the partnership.
If the wife is two fish in front of the husband, she shall put the rod down and cease fishing until husband catches up (In this situation the wife has blatantly been dishonest with distribution of pheremones)
Look, I'm sure there are hundreds of other rules that need addressing before you get involved in this ordeal....in the absence of etiquette lessons you could look to other formunites who may have experience in this terrible situation you find yourself in! Gents...help required!
