I have a Wychwood competition drogue which I used for years whilst fishing on lochs in Scotland I also use it on Stocks. It's only effective in certain conditions. If its blowing strongly I find it ineffective. In non competition circumstance I rig two drogues. I think for competitions they have to conform to a certain size.
A para drogue is designed to collapse when the boat is turned off the drift without the need to pull it inboard. It still takes a bit of care and you have to remember to turn the boat the right way but they do work well. When you stop the engine and turn broadside the drogue will usually deploy.I'm not aware they slow the boat down any better than a standard drogue
