Not sure of the 'economic reasons,' save for when they were built. But that was well back in the 1900's when a lot of things (fish excluded) sounded like a good idea for the time.
That was then, now is now ... and the generations of 'impact,' usually bad have a far greater understanding.

Many of the really big dams on the Columbia River and its Tribs are probably there to stay, but they were built (pre-WW2 not withstanding) that fish live here and fish passage was important, and that was designed into the things.
Do we know better now/how? Yes I'd hope so; and several are on the drawing boards to improve same. When all that monies is spent will we know the difference? Probably in 100 years, or 25 cycles of fish runs.
The 'small- What the hell? - stuff' is going to get pulled out; a Good Thing me thinks. And we're well down that road. More to come, or rather more to go.. Hopefully.
