Hi, when fishery rules stipulate that boobies are not allowed and the fish are tight to the bottom and want a very slow retrieve and they are not feeding on anything natural, how do you target them?

Yip, theyre allowed, just tie a regular blob with a foam **** to suit the colour of Fritz you use, you can also try a Foam arsed mini cats whisker or viva

I use floobys they are legal in fisheries i go,never been told otherwise.

Some waters are more careful to ban "buoyant lures" or "buoyant flies fished on a sinking line".

You could try a ginked up muddler or sugar cube suspender buzzer, but as Steve points out check the wording, or better still ask at the fishery
