Fishing live minnow is banned, yes. But there's nothing to stop you fishing a dead minnow, although I know a bailiff who says fishing the minnow is banned altogether on his well known river system in central Scotland.

Pike anglers can turn up on my local river and fish dead baits, so why can't a trout angler do the same?

The minnow Phoxinus phoxinus is an 'Invasive Non Native Species' in Scotland, where livebaiting is also very much illegal: Minnows (Phoxinus phoxinus)

There are introduced minnows on our lochs left there by irresponsible anglers who thoughtlessly dumped their live minnows at the end of the day, it is a problem as minnows can more than double their population every 2-3 years one local loch is now hardly fishable with the fly from the bank as the rises there now are shoals of minnows, competing with immature trout for the avaialble feed, we kill them where ever possible, especially at spawning time when they are in the burns, easker1

If minnows were as big as grayling they would be prized sport on the fly. Bet they wouldn't be banned in Scotland then.

They shouldnt have been there in the first place, they arent native to the northern lochs, dont be controversial Guy ,say it as you see it, there are some reasonable fish in there any way as the loch has char in it scoobie we are worried about the competition with the trout fryas it affects recruitment in the loch these are wild fish : easker1
