Hi Derek,
I believe Cockermouth Angling Association have leased the rights on the Cocker, and I understand that membership is limited to people living in the Cockermouth post-code area. It is just possible that a farmer or two might have retained the rights on their own stretches, so it might be worth asking around, but I don't think it is much of a salmon river, anyway. The Derwent is a better bet for salmon, and day rods are available on some beats. This is really a back-end river, and of course the prices go up at the times when there are likely to be fish there. Tourist information should have details of who to talk to.
Cheers,
Angus
