Default Advice required urgently

The railway have a machine working on and in the river on the local club water where I fish, we've had a visit from an EA officer (about as much use as a chocolate fireguard) twice this week regarding the work that's being done and he told me that as long as the contractors carry out the work within their remit, nothing can be done, I found out from a friend this morning, that any machines working in a water course must have a pollution certificate that states it has been cleaned of any fossil fuels/oils and only a water soluble lubricant can be used, can anyone tell me if this is true?
The company employed to carry out the work were supposed to be repairing the foundations of a bridge, instead of using Gabian Baskets, they've done nothing except completely fill in a very good holding pool some 150 feet long, 25 feet wide and 10 foot deep with large boulders and stones, this has also ruined the pool above and below, it has also stopped the passage of any migratory fish running up the river unless there is a flood in.

Like I say, I need advice very quickly so we can act to stop them.

On the oil side they will have changed the hydrolic oil but you will find that the engine oil is normal diesel oil and will not have been changed.

Just another thought maybe another call to the emergency line of the EA may help.

Yeah! its true, hydraulic oil must be enviromentaly friendly but not the diesel! how long are the machines in the water for? as im sure there are rules as to machines in rivers and spreading sediment, ian

You should be able to get some advice from Angling Trust / Fish Legal if you or your club are members.

Make sure you contact the local fisheries officer for the EA - I know from experience that the various departments of the EA do not always share information.......

most hydraulic oils are vegetable based these days ?? do they have required spill kits etc etc for emergency hose breaks ,fuel tank leakages etc etc

Nothing like it Bruce, job looks like it's been done by a bunch of cowboys to me, I've just been down to take more pictures and I was stood on some very large rocks that would be at least 4 feet above where the water level would be in the pool, a young club member told me that there was some big fish (sea trout and/or salmon) in the pool just before they filled it, if that's the case, have they buried some fish in there?
