I take it that they are cock saddles you are sending.
If they are I would write on the customs decleration something like rooster feathers,as for any taxes that will be the buyers problem.

I have purchased fly tying materials from several businesses in the UK and had them shipped to the states without an issue. I have never been asked to pay any duties or taxes. None of my packages have been opened, but they can if they desire to. I think feathers from China are still prohibited due to the disease from a few years back. Seal fur is banned, if so labeled.
This link has some information. US Customs

Gaz,

Prohibited and Restricted Items - CBP.gov

The above site is the USA Customs site but it does not go into detail. Basically it suggests that you contact the Customs service. Sound advice as goods can be banned for all sorts of what appears to be minor reasons (to us anyway) At one time fresh haggis was banned from the US of A.

Sending capes are not a problem.
I mark as "fly tying goods" when sending orders overseas.
Not had a problem yet.
