This is an extremely common problem, and no matter how many times you send it back, it ultimately never goes away.
It's a design flaw in the catch mechanism. Unscrew the collar around the push button, and you will see that the spool axle is locked in place by two tiny plastic bars, driven by some very pathetic little springs. These springs jam as soon as *anything* gets in there - grease, grit, lime-scale, algae etc. Once it starts happening, it never really goes away, no matter how often you take the whole lot apart, clean it down and re-oil.
I've had several exchanges with Hardy, who claim to have fixed the problem (untrue), and have ended up with two reels - one for the floating line and one for the sinker. It is effectively impossible to change the spools on either.
Every single Hardy reel I've owned has had problems...
