Default spey rod suggestions

I think the time has come to take the plunge and get my own spey rod.

Could people recommend a rod for use on smaller-medium rivers in the Lothians/Borders/Fife?

I'd prefer 8-9 wt, softer actioned. Able to handle smaller tubes and sink tips. Budget up to about 350-400 (though cheaper is better).

Something that could also be pressed into action as a pike double hander would be nice (but not critical).

All suggestions and pointers very gratefully received.
