Bubble, it is a floating line with a small section of (generally) clear, slow sinking line blended into the tip (front) of the fly line. These front sections range in length from 3ft to up to 15ft.
They have a number of uses.
Sometimes it is a case of the fish being just under the surface and these lines help get your flies down to them quickly.
At other times, you may be fishing a floating line with nymphs but a strong wind will blow your floating line and pull your flies with it in an unnatural way. Using a midge-tip will "anchor" your line in the water instead of on top and allow your flies to fish more naturally.
These lines can also be used to fish a technique called a "Washing-Line" which is to have a floating fly on the point (end) fly and a couple of nymphs further up the line. This allows the nymphs to fish up close to the surface as they are strung up....just like a washing line
