If you need to fish short, it generally means the fish are close. So, you need to do as little as possible to disturb them. Roll casting has the potential to spook the fish. besides, I challenge you to roll cast a 15 foot leader, with only 3 feet of flyline out the rod tip..... without disturbing the water. Generally, close fishing is done with a minimum of line and leader lying on the water, and to roll cast, you need to pick line off the water, besides, if he is struggling to cast short, the chances are, he will struggle more with a short roll cast.
The Rio pocket water is rated very highly by many top anglers for close in work... but you are right, a good technique is always best for close work. It's like anything else to do with fly fishing... the best kit isn't going to help a rubbish technique, but a good technique can be enhanced by the right kit.

Anything over 20 feet between fly and rod tip, is not a short cast.
