It depends if the seller is going to make a profit.
Lines probably cost about £5 to produce, need to add £5 profit for the manufacturer and then £5 for the distributor/seller if like the Pirate (as an example on here and extra £2.50 is postage, loops, glue etc.) to sell a line for £17.50.
Keep in mind, small specialist runs also cost more. The complex rear tapers that Mike Barrio uses on his GT lines require more costs and expenses and therefore their prices are slightly higher.
If your a bigger concern such as one of the leading names, you have advertising (add £5 in costs but also £5 more required profit) additional distribution due to more middle men (add £5 in costs, and £5 more in profit), etc. and before you know it you have your £40 line.
Play about with non-standard or special coating you add another £5 in costs (as they require different processes and another £5 in profit margin required so you get a £50 line.
Both Mike Barrio and the Pirate get their lines produced to individual specs and made in the UK ( I would guess by Shakespeare) and because they do not have high overheads and sell direct to us (all hail) they can sell them for a reasonable price and still maintain a reasonable profit.
I am quite sure without giving specifics either they or Steve Parton would be willing to correct me if I am too far out.
