being over effective is only a reason for bans where the fish are so easy to catch it would impact on profit,
there are many other situations, most usual is sustaining a population of fish to catch without allowing everyone to come and empty it,
other situations include methods which damage fish that go back with eyes missing etc,
fly fishing is the most effective way to catch fish when they are eating flies, when the method becomes too difficult, i genuinely believe taking up coarse fishing is a more logical way to to go than try to adjust coarse methods to suit a fly rod and line,
if big lures are the weapon of choice, a spinner makes more sense, or nymphing under a bung replaced by proper skilled float fishing, this horrifies some, but spinning and float fishing done right is skilled and appropriate where fish are feeding that way,
part of the problem is that in some areas there is only one format, rainbow fisheries dont seem to be able to cater for different methods terribly well so new ways of doing things with fly fishing have to be invented, and where ingenuity comes in you need rules, or some would eventually use nets.
