I'm sure there will be plenty of better advice than mine to come. However, my twopenneth: Fishing for Bass is a summer sport. They come in close when it's warm. Close means very close. The second wave out from the shore being a typical hot spot. Reason being the wave crashes into the sand and disturbs everything, food items are thrown upwards, Bass are waiting.
What you need to find is a good surf beach. Look for lots of waves rolling into quite shallow water-rougher the better.
Bait, well it has to be sandeel and if fly fishing anything imitating sandeels will be good. Otherwise anything flashy and slim.
9wt rods seem popular, but I would be happy with a 7. Smaller Bass (school Bass) are most common weighing around 1/2-1lb. There are limits regarding size as to what can be taken. I am not up to speed regarding the rules. If I rem correct you are no longer allowed to kill any Bass in Eire. Best check the rules where ever you go.
The definitive book is Hooked on Bass by Alan Vaughan. Available from amazon. Bass fishing is good fun, they fight like hell. Careful when you pick one up, bit spikey as in Perch. Good luck.
